Primary Duties & Responsibilities
• Undertake or coordinate as appropriate, investigations of misconduct throughout the Agency, applying & ensuring objectivity, impartiality & fairness throughout the investigative processes in accordance with generally recognized international investigative standards & Agency guidelines:
- Review & assess complaints & allegations, formulate investigation plans, review & analyse all information to determine its relevance & reliability, conduct interviews with staff & other involved parties, obtain & analyse potential documentary & electronic evidence, conduct investigative research, & determine the appropriate presentation of investigative results;
- Prepare plans, records, interviews, reports & ad hoc briefings pertaining to investigations;
- Prepare recommendations for corrective action & improved controls, effectiveness, &/or efficiency of UNRWA operations based on the findings of investigations;
- Assess the potential for fraud & corruption in operational activities & make recommendations;
- Regularly appraise progress of investigations & assess probable impact of investigation outcomes relative to strategies & advise accordingly;
• Offer advice & guidance to UNRWA staff engaged in investigations carried out by Field Office & HQ Departments or other offices including advising Field Office Directors & HQ Directors / Chiefs on Terms of Reference & related plans for investigations; provide guidance on the conduct of such investigations in accordance with generally recognized international investigative standards & Agency guidelines;
• Review investigations; apply relevant quantitative & qualitative data collection & analysis tools, techniques & approaches; cooperate with other investigations units & professional investigation bodies; review investigation reports for quality control purposes; provide support / guidance / advice / capacity building to UNRWA staff members with regards to investigations; contribute to the development & review of policies, guidance, systems, procedures & tools related to investigation; keep abreast of developments in the area of investigation.
Additional Information
The incumbent will be required to travel, as needed, in the Agency's area of operations in the Middle East.
Equivalency
When the minimum requirements are not fully met, Director of Human Resources, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Conditions of Service
The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary starting at JD 1010.80 plus special occupation allowance of 69.90% from the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
