•Participate in, coordinate, or conduct evaluations that are impartial, independent, credible & meet professional standards:
Effectively participates in the evaluation of projects, programmers & policies; assist in the supervision of evaluations conducted by consultants;
Apply high professional standards in line with the norms & standards for evaluation in the UN System; apply evaluation, quantitative & qualitative data collection & analysis tools, techniques & approaches;
Cooperate with other UN evaluation units & professional evaluation bodies;
•Promote the usefulness of evaluations & follow-up on evaluation findings & recommendations:
Report to management on findings & recommendations of evaluations;
Organize meetings, workshops & other discussions to establish a dialogue on evaluation results;
Ensure that project/programme managers respond to recommendations & monitor the follow-up on evaluations.
Promote the evaluation function in the Agency:
Review evaluation reports for quality control purposes; provide: support / guidance / advice / capacity building to UNRWA staff members in the conduct of decentralized evaluations;
Contribute to the development & review of policies, guidance, systems, procedures & tools related to evaluation; keep abreast of developments in the area of evaluation;
•Effectively deploy human & financial resources of the Evaluation Division:
Plan evaluations & prepare evaluation budgets for individual evaluations; effectively & efficiently manage the use of resources for evaluations;
Select evaluation consultants based on requirements; assist in supervising evaluation consultants.
•Technical & professional:
Evaluation design - Ability to identify issues & research subjects of interest that would lead to work planning items; ability to develop well-focused Terms of Reference that include a background, address salient issues, & identify potential impact, with minimal guidance; possesses a good understanding of various methodologies in evaluation, such as surveys, record reviews, focus groups & case studies & is able to contribute to the development of the most efficient & effective methodology for the design, with minimal guidance; possesses a good understanding of various sampling techniques & their applications & is able to develop the most accurate sampling technique for the methodology;
Data collection & analysis - Ability to collect reliable, valid & accurate information in an objective way; possess a good understanding of questionnaire designs & is able to develop questionnaires & other review instruments that address issues identified in the design independently; master effective interviewing skills & is able to conduct interviews independently; use programme data & records independently;
Desirable Qualifications
•Background in international relations & knowledge of current development issues;
•Experience related to the organization's mandate & activities.
Additional Information:
The incumbent will be required to travel, as needed, in the Agency's area of operations in the Middle East.
Equivalency: When the minimum requirements are not fully met, Director of HR, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training & progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Conditions of Service:The fixed term appointment is for 3years including 1year probation period. Monthly basic salary starting at JD 1010.80 plus special occupation allowance of 69.90% from the basic salary. Other benefits include monthly Provident Fund contribution 15%of basic salary paid by the Agency), compulsory medical insurance, 30days of annual leave, & dependency allowance if applicable
